It means exactly what it says, the only pressure in the well is from the gas. The fluid is under no pressure. If it is in fact oil, it will need to be lifted from barrel number 1. I have never attributed any real chance of the bluff producing the golden egg, but at least the overlying units (secondary target) should produce sufficient oil to cover well costs.
