It is normal for options to trade for a premium over the Share price less the excise price and this is usually called the option value. There are fancy formulae for working out the option value that depends on the volatility of the head share and the time to excise. The longer the time and the high the volatility the higher the option value. As I recall the options RTMO (excise price 20c) last year traded as high as 8.5 cents and the partly paid shares RTMCA (excise price 6 cents) traded as high as 11 cents. As you said the head share at the time peaked at 17.5 cents
