Thats why MR Jones wouldn't convert to FAS. He already had 700,000 FAS shares, so he would just sit on the fence and wait for a resource upgrade from either company and have the best of both worlds without the risk of putting all eggs in one basket. Obviously he would use his voting power in GWR to act in his own best interests, either to support FAS or GWR depending on which way it looked like playing out.
