You certainly wouldn't want to be a member of the perpetrators family if you lived in Russia. The Russian security forces routinely pick up subversives family members and torture them relentlessly or just murder them. It's very effective and it broke the back of the Chechen uprising. The terrorists zeal for inflicting death and mayhem on others vaporises when it comes to the same thing happening to their own families.
