It is quite possible that the seller is Goldman Sachs as they as the underwriter would have picked up about 35 Mill shares at $0.20 which retailer couldn't buy due to FKP's scale back.
They could be selling a part of their parcel at $0.22-$0.225 to recoup some of their capital and hang on to the rest to sell later to any party who is prepared to pay a higher price.
