I see value in the tech. Example: Analogous to youtube, people are willing to watch ads to get to free content. Likewise, free internet--with ads--allows free access to juicy content or phone calls etc. People will use it on their mobiles because, for example, streaming music still uses substantial data which hurts even in Australia where you can get good chunks (8GB) of data for an ok price (see the company AYS). I am Canadian and I can tell you data prices are about 3 times more expensive there...
