One of the reasons that someone is capping ARQ might be he just wants to buy more shares. By capping the price to make it down, other holders, in particular, retail holders like us, might get nervous and rush to sell to ensure the profit after they bought the stock in $1.30 ranges. He can then further buy and cap.
