Don't discount the Chinese, they have the means the money and are aggressively building and advancing their local semiconductor industry.
From a commercial and technological standpoint, the easiest path for the Chinese to catch up to the US is to fully acquire available advanced chips / IPs of the shelf.
This is not a market / industry that one can afford to be complacent, the West had dropped the ball by chasing people in caves for 20 years while other countries where technologically advancing.
