There is an "undsirable" selling, clearly the "money that knows" is not prepared to give him any favours.
If he is patient, he will get his 19.5-20c fill range...if he is not, he will need to drop his expectations.
Short term stagnation...sort of appropriate given the long-term stagnation the shares suffered under certain "undesirables".
