no the reason behind it was because the zionists at the time were doing deals with hitler in trying to get the jews to move to palestine. many were comfortable with life in germany and elsewhere in europe and didnt want to go to a place where they would have to work hard to build up the land.
it was only after the visit by the mufti that things started to change. hitler had for some time tried to work out a madagascar solution but the english quashed this idea.
