Who leaked and what consequence for them?

Ok so this second significant leak has had a devastating effect on VTG's shareprice.
What steps are being taken to track down the person/s involved in the leak?
Should there not be significant consequences for those that leak such information which cause financial loss to some shareholders?
Is this an issue for ASIC / Federal Police and is there any criminality aspect involved?
Is there someone within Telstra's ranks who has a grudge against VTG who has access to this information?
Thoughts anyone???
