Part of the problem in developing a vaccine is locating the parts of the new virus that don't change, or changes very slowly. They are probably doing this now.
In the 1918-1920 outbreak those that were ill in the first wave were protected from later waves, suggesting that some parts stayed the same. One of the theories why those over 50yo are not getting ill as expected from 2009 H1N1 is that the virus is immunologically similar to the 1957 Asian flu virus.
Each pandemic is different.
