    I'd say as a politician he is completely competent in the way of party politics as is his party.

    I mean who sets up their own inquiry into their own failures and proceeds to spend $2 million more on legal advice than the cost of the inquiry?

    I mean who gets to watch on as the whistle-blower into their attempted theft of taxpayers dollars is arrested for questioning and their accused MP's avoid even having to talk with fraud investigators?

    I'd say they are excellent competencies to organise outcomes required of a particular type of leader - party ... just not competencies that work for the Victorian people so much.
