Same here. but I think it is more a problem with the people that are ringing them. If my phones are turned off, it goes straight to my voice mailbox recording. Perhaps the phones that people are ringing are with a carrier that will allow the phone to "ring', even when turned off? I would imagine that people ringing the phones assume they are turned off, and are therefore perplexed as to why the ringing phone hasn't been answered. Quite simply, the phones may have not been turned off by some passengers when they boarded the 'plane. Must be some phone gurus out there that know more about this?
