Agreed, however Iran will not allow for foreign bases on their territory and they need no troop's with such a large standing army. What they want is is technology and modernised military hardware to be able to defend themselves. I would assume if the US doesn't accidentally hand it to them Russia and China could via arms sales. Some of these military contacts buy US pressure and sanctions but US aggression will likely see those ban's lifted .
Iran's parliament kicked up a stink when the Iran military allowed Russian bombers to create a short 24 hour base to bomb ISIS in Syria with their long range bombers. I can't see other nations being invited (to defend prior to a conflict) but I can see them being invited to SCO which is practically the same thing in the event of a war.
