I had not seen your post re the position(S....but maybe the Mine Development Engineer AD and the Project Manager AD are two positions ---so the scenario of two quality and qualified people being sought enhances the prospect that neither or both would not accept the appointment , without with the appropriate guarantees that this Project was in fact up and running !!!
