In these sort of mega projects, the bigger & well estb'd partner takes control, IMO it could well b Shell as they have all the data/know how & expertise on developing such projects. Unless there r overseas players involved.
Not sure about the Mitsui angle, once the deals finalised, they could still pay a set proportional fee 2b a partner.
