Why, the Wyoming Business Council of course....they have a kitty of $600M in cash looking for suitable places to stimulate the local economy and provide employment and state tax revenues.

Whilst we've not had any updates relating, my own communications with PEN HQ some months back suggested this was in the works and remains an option they can use if needed.
Retrospectively it was a very wise move indeed.

It's been said they are the "funders of last resort" and they will require a lien on plant and equipment as a security, however given what may transpire in the U industry the next few months Gus can flip the investment bankers the bird if he doesn't get an equitable deal and we'll still get to production in the same timeframe.

Funding is sorted, one way or the other. I have zero concern relating to this.
