Tax /License fee same thing. The word tax comes from "to touch", but if feels more like to take from you. There was a time when people would pay tax on the number of windows in their homes. How the government collects from individuals and companies is arbitrary, how we reduce paying tax is mandatory. Income based tax is a recent development.
I would call the license fee a tax
As we all know 20% of nothing is worth nothing, lets find the oil first as 40% of 800 is more than enough
