Can someone enlighten me about why people just sell a few shares...

Can someone enlighten me about why people just sell a few shares of a stock at 14.5c. Today, I have my EXL buy order at 14.5c partly filled by around 1100 shares then a few minutes ago I got an extra 2 shares sold to me. The order is still waiting to be filled completely. Who would sell me 2 shares at 14.5c and pay the broker a fee probably between $6-$20? The lot of about 1100 shares I got in the morning does not make sense either. Who would sell me that few shares at 14.5c? Is it an attempt to manipulate a stock with low volume?

Just an update, I got another 14c sold to me at 14.5c (since I first posted this) before there were buyers coming offer 15c so my order is still not completely filled.
