The partners are simply businesses that have put their hand up and said, yes we would be interested in doing deals with these Co's who can improve the value of brown coal. IMO
Invertedva, keep in mind that the independant panel will make a recommendation to the ministers and then Ferguson and O'Brien make the final decision.
