"It drops but struggle to move up...."
That is exactly the point of short selling - and it is of most value (to the shorters) on a good quality stock because they very seldom lose, knowing that if they end up with a lot of the stock they just ease up for a bit and after the natural rise they start shorting it again. The shorters know the authorities are never going to take action because the only real losers are the small retailers, and there are plenty of them to fleece.
"It drops but struggle to move up...." That is exactly the point...
