Who's trees?

I have a tree I want to knock down in my front yard.

Apparently I have to apply to my council and have an arborists opinion on the tree. Apparently my tree has become a 'community resource'.

When did a tree that I own, on my property, become a "community resource"? I am clearly not Woke enough as I still believe in property rights.
