I believe the possibility of another CR is what is currently holding holders back from topping up significantly.
These prices are just stupid and you'd think people would be loading up but why would you when the possibility of a 1.2c raise is on the horizon.
I'm using 1.2c as a 25% discount to 1.6c. If the company assured me another capital raising won't be happening in the next 6 months, then I'd be buying at today's prices
