Quite frankly these KPI's are looking quite absurd and need to be reviewed and updated.
End of, commencement of, are all parameters that if not met, cannot be sustained as continuing targets for investors to take any credence in.
If they are out of date they have essentially expired and are of no value in making judgement whether to invest or not.
Throw them all out and start again with timelines that conform to good business acumen of
Under promise, over deliver.
Yes it may even mean to accept timelines into the late 2020's
