Conspiracy theory much?
The PAC giving a "green light with conditions" was probably anticipated by many and therefore not much of a surprise, thus wouldn't warrant another sharp rise. After the 20% breakout by suspicious buying yesterday, this 7% retracement isn't a big deal. Gives time for them gaps to be filled and a solid support to build up again.
