Is it possible that NKWE put Garatau and Tubatse together in any earlier financial negotiation? If this is indeed the case, then it is possible that Garatau's project won't move unless Tubatse's future is clear. Since Tubatse's future could take years to clarify, NKWE may have to review all their financing plans and re-negotiate with all parties on the basis of Garatau alone. That could be a prospect that Peter Landay may not look forward to and therefore could explain why he seems to be focused solely on Tubatse to the detriment of Garatau's progress and a better opening SP.
