I maybe wrong but usually they said
it is a sign of bull market when bad news won't affect
(up-)market and it is bear market when any good news won't affect (down-)market.
In addition market participants have anticipated world economy could improve gradually imo. Stock market usually advance about 6 months to a year before of actual economy condition.
