IMO he's not worried about the eventual buyers "beating him to it". As I've said before, they can't easily pick up many shares in the market and have no desire to drive the price up. When they're ready, they'll just make an offer.
Besides the control issue, there's another rather obvious reason why he's buying shares: he reckons he can sell them on, eventually, for a lot more! He needed to buy fast because he wanted to get as many as he could before having to make the "substantial shareholder" declaration & showing his hand.
Following his statement that I've just copied here, his intentions are plain as day.
