They have already loaned $2Mil. ASX gave them hard time in March quarter results about lack of cash but instead of issuing more shares they loaned the money. This way there was no query from ASX after June quarter when cash was even lower than end of March.

They know that share price will be much higher after all the news is released. I think that capital raise will be done at much high price and will not be to directors this time. Just an opinion.
