    Why have Japan's yields been next to zero percent after all the downgrades of the last two decades?
    Because in sovereign floating currency nations the government via the central bank controls the interest rate, the money market wont bid up yields past near zero in an excess reserve environment as there are no uses for the funds.
    The ratings agencies are so out of touch with reality they should just give up, triple A rated CDO's anyone? Useless idiots.
