My memory tells me that Telstra put FTTN on hold because they wanted to back the Government into a corner. Using it as a threat which eventually backfired.
Telstra wanted the Government to legislate an access holiday.
The Government (via Senator Coonan)said that they should apply to the ACCC for an exemption under existing rules. So Telstra makes an enemy of the Government, employs a plethora of lawyere to obfuscate and sits on their hands while the world passes them by.
