Telstra wanted to buid Fibre to the node to the curve provided they will get a commercial return out of it but the previous government said no you have to share it with other service provider just like the copper network. and that's the reason why it didn't go ahead and in fact Telstra's exchanges has been upgraded already inline with all of those proposals with all those passport SDN platform has already been migrated to Next Generation Network (NGN). And Telstra doesn't need NBN they can compete even if NBN goes ahead alone for as long as the government will no interfere with their achievements(TLS). I think it is a good competition and I think Telstra is miles infront.
