a lot of Government sought Information is used for the Allocation of Resources, Funding and Assistance.
If the Government allocates 10Billion Dollars a Year to activities undertaken by a Specified Group and that Group had 1% of the total Population.
So - as a Hypothetical example --say Widowed , bycycle-riders that knit made up 1% of the Population, and Government Funding for care, upkeep of bike lanes and supply of Wool or other thread Fibres -- was $10Billion a year..
By logic - it could and would be argued, that an Increase / or the Doubling of 'Widowed , bycycle-riders that knit' and increased to 2% of population -- then the Allocation of Resources and Funding should be $20Billion .
This seems to apply to any Minority Grouping that receive Funding and Resources from the Government.
