All the white Anglo countries are the colonialists that have oppressed and stolen from much of the world for the last couple of hundred years. BRICS was getting started when the Anglos were still in full swing and weren't interested in fair trade.
I think going to any country and offering to build infrastructure in return for favorable terms on natural resources is better for all concerned than the "cause chaos and conflict then steal the assets" method that the Anglos have employed for so long.
There is enough to go round but some just want it all. The tide has turned and the smart ones are rolling with it.
