A man leaned forward and looked down a hole, exclaiming "Hurrah! Its shallow and full, as expected!"

The locals cheered at this news, and promised to make a good, fair country for the man to collect and sell his wares out of.

The locals and the man had almost ironed out the details, when another man arrived. This man also wanted the wares from the hole, and promised some cash up front to receive quarter of the hole.

CURRENTLY-
The first man has signed all the things, and waits.
The second man is due to pay for his piece of the hole, but hasnt yet, and waits.
The locals have looked at all the things, and wait.

-One, both, or All are waiting because they know/assume/hope something about the wares from the hole.
