The salary scale is fine. It needs to be on the same level as, for example, the police or paramedics, as basically their job is crowd control rather than teaching under the curriculum rules and inability to discipline the students.
But, if you want to attract good teachers, you need to pay good money. You don't get many OP1 or 2 students who go on to teaching because the money is elsewhere.
