Most of the Russian oil is sold based on the long term contracts. The only small part is traded on the spot market. Price negotiation is a long process so the immediate price is not an issue. Another reason Russia is not really concerned with such volatile price is the special national reserve which is anough to cover several years of low oil prices. So budget is balanced anyway.
