Some very large sell orders all the way up to 27. Who does that? Why show your hand and help create a negative opinion about the share price potential? Wouldn't you stay off screen and sell into a price rise? I tend to agree that there might be capping happening here. I am no expert, and would be happy to hear other reasons to explain the current situation.
