Because they were stupid. I sent PT a nasty e-mail telling him it wouldn't work. A second hand one made in a real country would work - Chinese ones do not work and never have. That's the problem when you have accountants and lawyers running mining companies. They don't have a clue.
To give you an example, in the 1990's there was over 90 mining companies floated on the ASX. Only 2 got into production - both were run by geologists and engineers.
