When it was finally granted in late 2020 we had covid followed by a down turn in the market . again funding was from the same source until a deal was done in 2024.
but what your problem why concentrate on a success that has a license why not ask why has etm not got a license and have a $4 million a year field expenditure and a license due to expire in a year or two when with a exploitation license you have up to 50 years and no expenditure
