Simply because it has worked for me so far. I still see volatility in the short term and if I keep picking up the odd parcel here and there at lowball prices, why would I buy at a higher price?
As it is, I own far more shares of IGR than I ever anticipated. In some ways, I have violated one of my investment rules by putting so many eggs in one basket. But I'm not losing too much sleep over it. My overall average is slightly under 20 cents.
