They knew who he was. The police chopper was following him. They knew he was out on bail and a violent lunatic. It's a worry that at one of the busiest intersections in the country there was no immediate armed response.
Is the protocol you have to wait for the perp to kill someone before you can take him out? Seemed to be the case with Monis Manntoo. Needs reviewing.
