Yes, I suppose so. Indeed many of the bigger LICs (AFI, ARG, MLT) are virtually index funds but with even lower fees: AFI's MER was 0.13% last financial year, ARG's was 0.12%, and MLT's was 0.13%. Compare this to STW, which charges 0.286% pa, or the Vanguard ASX300 fund at 0.75% pa +0.2% buy spread.
