If anybody is responsible for withholding or slowing up veterans' entitlements it will most likely be public servants. One has only to observe the lack of activity that is most visible in Centrelink, but in any government department really, to understand where the Australian bludger has gone to ground to sleep away his/her working hours. Whether it's in the federal, state or local government, the culture of dodging work is on display.
