It's interesting that the very high levels of debt shown on the graph were no impediment to high economic growth. As for why we should be in surplus (or at least close to balance) 6 years after the downturns of the early 1980's and early 1990's our budgets were in much better shape despite those downturns being much worse. There's clearly a structural issue that needs to be addressed.
