Bigger picture is as has been mentioned. Mining life is finite. Dig up the area, what's left after that? Tourism on the other hand is potentially never-ending. Any long-term thinking government would not dig up a tourist area.
Of course if the trail can be diverted, or other options identified then all sides can be happy.
