Why does ISX refuse to head North?

    If you review the graph the stock has barely moved North in 2 years, it has broken out on many occasions yet always returns to 0.15 cents
    Is it that the board is not supporting management by selling the story to the investment community?
    Or,
    Is it the 21% of free stock that the founders might receive is a disincentive for institutional investors.

    The story is good IMO, yet the market has no interest.
    Am I missing something?
