My thoughts are that the role of company directors is to ensure the success (i.e. profitability) of the company. Thus, in this instance, they should run the business in a manner that takes it to mining ASAP and ensures maximal prices for the product and hence, maximum profit and maximum return for the owner. For this to be the case, PLS's management clearly needs to act with long-term interests foremost. This is what I think they're doing.
I do NOT think that directors should be running companies with the sole intent of maximising the daily increase in share price. This, after all, is not a reflection of profitability; the foremost aim of a shareholder owned company.
PLS's terms of reference do not include maximising profit for day-to-day traders.
For this reason, I really think that all the criticism directed towards management for not releasing announcements etc with the intent of upping the share price, is entirely misguided. If management makes decisions that harm the company's sales/profit, sure, but I don't think you can say they 'suck' purely because they're not focusing on increasing the share price.
Long term profits = high dividends = high share price
