We emit 1% of world emissions. If we are successful by year 2020 we will have reduced our emissions to .8 of one percent.

So their will still be 99.8% of emissions if no one else increases.

However by 2020 the rest of the world will have increased emissions by another 20 or 30 %.

If you think that two tenths of one percent will make a difference you are not using any logic.

If you think the rest of the world are going to reduce emissions then again you are not using any logic
